BEIRUT (Reuters) - Syrian helicopters bombarded a Damascus suburb on Monday and Turkey scrambled warplanes near the border in the north, as the U.N. human rights chief warned that arms supplies to both the government and rebels were deepening the 16-month conflict.
Fighting has come to the gates of the capital in recent weeks and is also raging throughout the country as the battle to unseat President Bashar al-Assad increasingly takes on the character of an all-out civil war, fuelled by sectarian hatred.
Syrian government forces have launched an assault on Douma, a city on the edge of Damascus where they stormed a rebel stronghold two days ago, leaving bodies rotting in the streets of the nearly abandoned town.
"The bombardment of Douma continued today using helicopters. Some activists entered the city today and they saw at least seven decaying bodies in the streets under the sun. One man had been executed inside his house," said Mohamed Doumany, an activist who fled the city two days ago and was now nearby.
"There is huge destruction in the city, which is almost empty. Only a few of its people remain inside," he told Reuters by Skype.
The bitterness of the struggle has seen the rebel ranks swollen by defections among troops. Dozens more, including a general, fled into Turkey on Monday, sources in the Free Syrian Army there said. Turkish media said 85 soldiers had deserted.
United Nations human rights chief Navi Pillay decried the flow of weapons to both sides. "The ongoing provision of arms to the Syrian government and to its opponents feeds additional violence," she said in the text of remarks made to the Security Council, obtained by Reuters. "Any further militarization of the conflict must be avoided at all costs."
Pillay did not say where the weapons were coming from, though Russia and Iran are the government's main suppliers. U.N. diplomats say Qatar and Saudi Arabia have been transferring arms to the increasingly militarized opposition while the United States says it is supplying only "non lethal" aid to the rebels.
Diplomats from the West and Arab states who oppose Assad met the Syrian leader's allies Russia and China on Saturday in Geneva under the auspices of peace envoy Kofi Annan. However, they made no progress in persuading Moscow and Beijing to sign up to a statement calling for Assad to give up power, leaving the effort to forge an international consensus in tatters.
The failure of diplomacy to have any measurable effect on a conflict that the United Nations says has killed more than 13,000 people is testing the patience of countries in the region, especially Turkey, which reacted with fury 10 days ago when Syria shot down one of its warplanes.
FIGHTERS SCRAMBLED
Turkey said on Monday it had scrambled six F-16 fighters in response to three separate incidents of Syrian helicopters approaching the border. Turkey also scrambled fighters on Saturday and has moved guns and soldiers toward the frontier.
Turkish Foreign Minister Ahmet Davutoglu told Syrian opposition figures gathered in Cairo that their struggle to unseat Assad would end in victory.
"The Assad regime's guns, tanks, weapons have no meaning in the face of the will of the Syrian people. Sooner or later the will of the Syrian people shall reign supreme. And you will lead this process," he said.
Prime Minister Tayyip Erdogan, a former ally of Assad who has turned decisively against him, says Turkish military rules of engagement have been changed and any Syrian forces approaching the border and deemed threatening will be targeted.
The Syrian government tightly controls access, making it difficult to verify accounts of fighting on the ground.
NATO Secretary-General Anders Fogh Rasmussen played down concerns about the military buildup by Turkey, a member of the alliance. Asked whether there was a risk it could lead to a confrontation with Syria, Rasmussen told a news conference in Brussels: "No, on the contrary. I commend Turkey for having shown restraint despite the very tragic aircraft incident."
"I find it quite normal that Turkey takes necessary steps to protect its population and its territory," he said.
UNITY CALL
At the Cairo talks, Turkey and anti-Assad Arab states urged the divided opposition to unite and form a credible alternative to the government.
The unity calls were made at the opening of a two-day meeting organized by the Arab League to try to rally Syria's opposition, which has been beset by in-fighting that diplomats say has made it tougher for the world to respond to the crisis.
"It is not acceptable to waste this opportunity in any way. The sacrifices of the Syrian people are bigger than us all and more precious than any differences or individual and party interests," Arab League Secretary-General Nabil Elaraby said, addressing the roughly 200 Syrian politicians and activists.
Diplomats and officials at the talks, which are being boycotted by the Free Syrian Army which is leading the armed struggle against Assad's forces, said they did not expect a major agreement to emerge but hoped for some progress.
Anti-Assad activists said there were heavy clashes in Deir Ezzor province near the Iraqi border where villages were under army fire. Rebels destroyed two tanks, they said.
In rural areas near Aleppo south of the Turkish border there were clashes following explosions inside the city overnight. Forested areas near the border were on fire, activists said.
Syrian artillery pounded the village of Talbiseh near Homs on Monday, targeting an area near the mosque. Video footage posted on YouTube showed a blast hitting the mosque's slender minaret, engulfing it in a cloud of grey smoke and dust.
Other footage showed high explosive rounds slamming into an unseen target behind the mosque every minute.
Security forces were also shelling towns in the province of Deraa, near the Jordan border, activists said.

OMAHA, Neb. (AP) ? Dara Torres lingered in the water after the other swimmers had climbed out of the pool.
Her long career was finally over.
She wanted to soak up the moment as long as possible.
The 45-year-old Torres came up short in her bid to make it to the Olympics for a sixth time. She finished fourth in the final of the 50-meter freestyle Monday night, her only event at the U.S. swimming trials.
"This is really over," Torres said. "That's it, I'm going to enjoy some time with my daughter, have a nice summer and cheer on the U.S. team."
After winning three silver medals at the Beijing Olympics, Torres underwent radical knee surgery and put all her hopes into a chaotic dash from one end of the pool to the other. But Jessica Hardy won in 24.50 seconds, while Kara Lynn Joyce took the other Olympic spot in 24.73.
"Obviously I was hoping to make the team," Torres said. "That was my goal and missing it by less than a tenth of a second is tough, but I don't think there's anything I could have changed."
Torres was denied a trip to London by nine-hundredths of a second, also touching behind third-place Christine Magnuson (24.78). Torres smiled when she saw her time (24.82) and hugged both Hardy and Joyce. When Torres finally got out, she began motioning for her daughter, 6-year-old Tessa, to join her.
Torres walked into the stands, still dripping wet, and scooped up Tessa, who was wearing a green shirt that said "Go Mom."
"She's bummed she's not going to London now," Torres said. "I told her I'd still take her."
In the last event of the eight-day trials, Andrew Gemmell won the grueling 1,500 freestyle in 14 minutes, 52.19 seconds. Connor Jaeger was right with him all the way, taking the second spot for London in 14:52.51.
Torres said she had the same nervous anticipation before her last race as she did at her first U.S. trials in 1984, when she earned a spot in the Los Angeles Games. She had no illusions about being a serious medal contender in London, but she wanted to end her career with one more trip to the Olympics.
"Being 45, getting fourth in Olympic trials against girls almost half my age, it's OK," Torres said. "I'm used to winning, but that wasn't the goal here. The goal was to try to make it. I didn't quite do it, but I'm really happy with how I did. I was able to hang in there.
Hardy said it was an honor to compete against Torres, who retired twice but came back to win five medals at the 2000 Sydney Games, then three more silvers in Beijing. This time, she's retiring for good.
"I love racing Dara," the 25-year-old Hardy said. "I wish she could have made it this year, but swimming with her the past couple years has been really an awesome treat for sure."
Hardy failed to qualify for the Olympics in her best event, the 100 breaststroke, but she bounced back to win the 100 and 50 freestyle, capping her comeback from a failed doping test that kept her off the team four years ago. An arbitration panel ruled that Hardy was the victim of a tainted supplement.
"Doing so well, winning two races here, I couldn't have predicted this in a million years," Hardy said. "I'm so happy and so grateful that this meet went as it did."
Joyce didn't even get out of the preliminaries of the 100 free, but she came back in the 50 free to make her third Olympic team.
"I didn't start out the meet very well," Joyce said. "I did my best to visualize and prepare my body. It was my one chance to lay it all the line for this 50. I can't believe I did it."
Torres remembered her late coach, Michael Lohberg, who died in 2011 from a rare blood disorder that was diagnosed just before she swam in Beijing.
"I was very emotional before my swim," Torres said. "When I was putting my suit on with my trainer, Anne Tierney, we started crying because I started thinking about Michael. In July of 2010, he had said to me, 'Let's go for this.' I really wanted to finish the story that I started with him. I didn't make it but I know he would have been proud."

MADRID (AP) ? Out with feckless politicians, in with Spain's unforgettable soccer stars?
Spain's national team headed home Monday after a historic win in Euro 2012 championship final, raising spirits across a country drowning in financial woes. Their elegant 4-0 dispatching of Italy on Sunday night had some Spaniards offering grand, tongue-in-cheek designs for the athletes: They're so perfect, how about letting them run the country?
In one newspaper cartoon, coach Vicente del Bosque is surrounded by the team captain Iker Casillas and stars like Xavi Hernandez and Andres Iniesta, all dressed up in suits for a new line of work after their crushing win in Kiev.
The victory made them the first team ever to bookend a World Cup championship (2010) with two Euro Cup triumphs (2008, 2012).
"The solution to our problems: the government of prime minister Del Bosque and his ministers," read the vignette in El Mundo.
The team was to be received later Monday by King Juan Carlos, Prime Minister Mariano Rajoy and then snake through Madrid atop an open-air bus to bask in the adulation of tens of thousands.
As the country recovered from a national hangover of elation, pride and booze, Spaniards soaked up sweet memories of a night no one will forget. For a few hours, the realities of 25 percent unemployment, a grinding recession and a banking bailout from the European Union to the tune of up to ?100 billion ($125 billion) were put aside.
Maria Jose Herraiz, a 54-year-old homemaker, was so nervous she had to listen to the game on the radio instead of watching it on TV.
"When I heard people scream 'Goal!' I would run to the TV," she said.
She called the victory marvelous, a potent shot of mood-boosting adrenalin for people sorely in need of it, but knew it would be only short term.
"It will be a sort of flower that blooms for just one day, because economic problems do not go away just because Spain wins," Herraiz said.
Her two adult children ? aged 26 and 28 ? are both still living at home. They are struggling on rock-bottom salaries as low as ?300 ($377) a month for half-day work despite being a computer scientist and a physicist. They came home near dawn after a night of celebration, their faces painted in team colors of red and yellow.
Cristina Rivas, a 41-year-old musician, acknowledged that soccer prowess and government have nothing to do with each other but said there was something very special about those fast guys in red. She suggested that Spain's conservative government was interested only in meeting austerity goals to satisfy the country's European creditors, no matter how much it hurts the average Joe, or "Fulanito," as Spaniards would call him.
"Perhaps this team played like a team, and (the government) plays more as if they were protecting a patch of land," said Rivas.
