Global economy weekahead: No winners in race for growth medals

LONDON (Reuters) - "Faster, Higher, Stronger" is the motto of the Olympics opening in London on Friday. "Slower, Lower, Weaker" would be a better description of the economic performance of many of the countries competing in the games.

None of the big names will look worthy of a place on the podium if forecasts for a raft of data due this week from the euro zone, the United States and Britain prove accurate.

Even China, the long-standing growth champion, is huffing and puffing.

And for all the growth hormones injected in the form of cheap central bank money, the global economy is likely to be running on the spot for some time yet given fears that the United States could fall off a fiscal cliff, the softer trend in China and, above all, the debilitating euro zone crisis.

July's advance surveys of purchasing managers in the 17-nation single currency area, due on Tuesday, are expected to produce readings well beneath the boom-bust mark of 50, signaling recession. At best, the reports will show both manufacturing and services are at least stabilizing.

Two other important early glimpses of how the third quarter is shaping up, Germany's IFO business climate and Belgium's leading indicator, are scheduled for Wednesday and are forecast to show a modest deterioration.

"Risks to the economic outlook and to the euro zone sovereign situation are stacked on the downside, and we see a significant probability of a rate cut by the ECB within the next three months," said Riccardo Barbieri, chief European economist at Mizuho in London.

HEAVY GOING

The headwinds blowing in from Europe will help peg second-quarter U.S. gross domestic product growth back to a ho-hum 1.8 percent from 1.9 percent in the first three months of the year, economists believe. The data will be released on Friday.

Britain, which has the euro zone as its main trading partner, is doing much worse. Figures on Wednesday are projected to show that the economy shrank by 0.2 percent in the April-June period. That would be the third straight quarter of contraction.

The International Monetary Fund, in cutting its forecasts last week for the global and euro zone economies, lambasted policymakers for dithering over the crisis gripping the single currency.

In unusually direct language, the fund demanded an "unequivocal commitment" to the euro from member governments and urged the European Central Bank to conduct "sizeable" purchases of sovereign bonds to tackle the region's troubles.

Beijing, its economy growing at the slowest rate in three years, has also been pressing for decisive action. Europe is China's biggest export market.

Tao Wang, an economist for UBS in Hong Kong, said a drop in external demand due to the euro's malaise was one of the two main risks (the other is a further fall in the property market) to her forecast of an investment-led recovery in Chinese growth over the rest of 2012.

To that end, investors will be scrutinizing the export orders component of HSBC's flash survey of Chinese purchasing managers for July, due on Tuesday.

GROWTH VERSUS AUSTERITY

Poor figures from Europe would add fuel to the debate over whether governments should give themselves more time to reduce their swollen debts and deficits.

The euro zone, in fact, has already done just that for Spain, and the IMF last week advised Britain to scale back its fiscal tightening plans if growth does not pick up by early next year.

Richard Koo, chief economist of the Nomura Research Institute in Tokyo, said Britain, along with Germany, Japan and the United States, was benefitting from funds fleeing troubled euro zone counties.

With their bond yields at extremely low levels as a result, these countries should borrow and spend to support aggregate demand, Koo argued. The first three of the quartet, however, apparently have no interest in administering fiscal stimulus.

"The U.S. stands alone in this regard, although all we have for now is the president's proposal to extend existing tax cuts. That will not be nearly enough to support the global economy," he said.

But in the wake of the West's severe debt crunch, perhaps there is simply no way to provide sufficient support and growth will remain sluggish for years while excessive borrowing is paid back?

After all, that would be the conclusion to be drawn from the landmark 2009 study of financial crises by U.S. economists Ken Rogoff and Carmen Reinhart.

Daniel Gros, director of the Centre for European Policy Studies in Brussels, goes further.

Given the massive shock emanating from stresses in the sovereign debt markets, the relative performance of the euro zone will probably deteriorate from now on, Gros said.

Governments are nevertheless right to pursue austerity to pay down debt, even at the temporary cost of lost jobs and output, because without retrenchment public debt ratios would become unsustainable, Gros said in an article for VoxEU.org.

"The fact that austerity has costs does not imply it should never be undertaken," he wrote.

(AP) ? The St. Louis Cardinals totaled 15 runs in their six-game trip to open the second half. They threatened that total in a single inning against the Chicago Cubs.

Jake Westbrook worked seven innings of three-hit ball and the Cardinals finally backed him ? and then some ? by tying a 76-year-old major league record with seven doubles in seventh inning of a 12-0 victory on Saturday night.

"I knew my spot was coming up hitting so I knew I was probably done," Westbrook said. "I just wanted to hopefully get some runs there, and we did. It was a fun inning."

Rafael Furcal's go-ahead single in the seventh turned out to be a mere appetizer as the Cardinals also matched an 86-year-old franchise record for runs in an inning. St. Louis totaled 10 hits with multiple hits by three players including pinch-hitter Allen Craig, who doubled twice with an RBI.

"It was crazy. I don't think I've seen anything like that in the big leagues," Craig said. "I came into the game in a big spot and I was glad I could make something happen, and the rest of the guys took it from there."

The Cardinals managed five hits the first six innings before jumping on Justin Germano (0-1) and three other relievers. They tied the major record for doubles in an inning by the Boston Bees at St. Louis in the first inning of Game 1 of a doubleheader on Aug. 25, 1936.

They tied the franchise record for runs in an inning set Sept. 16, 1926, against the Phillies, in the third inning of the opener of a doubleheader in Philadelphia.

"We've had some against us that felt like 12," manager Mike Matheny said. "You look at this offense and they can come in bundles.

"It's nice to see the guys, too, just keep putting good at-bats together no matter how many runs we've had or how many hits they've had already."

The Cardinals totaled nine doubles for the first time in franchise history since setting a modern major league record with 13 doubles on July 12, 1931, against the Cubs.

Cubs starter Matt Garza was taken out after three scoreless innings with cramping in his right triceps, an injury that wasn't obvious and prompted speculation that he had been traded. The Cubs added a bit of intrigue, waiting until the bottom of the sixth to announce the injury and the fact X-rays ? as a precaution for possible elbow issues ? were negative.

"The trade thing, I'm not so concerned about that," Garza said. "I'd rather go out there and throw eight or nine (innings) than come in here and say, "I can't throw the ball.'"

Germano got unlimited warmups in the fourth, an indication he was entering because of an injury or ejection, although the rule book also allows for an unspecified sudden emergency. Germano allowed a run in three-plus innings before the roof caved in on the Cubs, who allowed 12 runs in an inning for the first time since July 30, 2010, at Colorado.

James Russell gave up a career-high six runs on four hits in two-thirds of an inning. Manuel Corpas gave up four runs without getting an out, surrendering three doubles and a walk.

"Russell's our setup guy," manager Dale Sveum said. "He's got a long four months basically without a hiccup like that, and those things will happen.

"Unfortunately, it was a nothing-nothing game."

Previously, the Cubs hadn't allowed more than six runs in a single inning. The Cardinals topped their previous season best of eight runs April 27 against the Brewers.

Westbrook (8-8) escaped a bases-loaded jam in the first, falling behind 3-0 in the count against Geovany Soto before inducing a groundout. The sinkerballer permitted only two baserunners his last six innings, a leadoff single by David DeJesus in the third and a walk by Luis Valbuena in the fifth, and neither of them made it second.

"The first couple of innings, I was a little erratic, I might have been a little geeked up," Westbrook said. "After that, I felt really strong."

NOTES: Garza is 2 for 30 at the plate with 23 strikeouts after fanning in the second. ... Soto is 0 for 5 with the bases loaded. ... The first two games of the series were sold out, with attendance of 43,424 the Cardinals' 16th sellout overall. ... Schumaker is batting .500 (15 for 30) with runners in scoring position. ... Craig is the first Cardinals player to double twice in an inning since Jerry Mumphrey May 30, 1977, against the Cubs. He's the first in the majors to do it since Seattle's Michael Saunders May 30 at Texas.

Oxygen House, the new headquarter building of statistical sports research consultancy ATASS at Exeter Business Park, has been named Building of the Year at the prestigious Michelmores/Western Morning News Commercial Property Awards against fierce competition. Hosted by Michael Portillo at Exeter University?s Great Hall, the event was attended by the South West?s leading property personnel.

The vision of ATASS's founder, Dr Mark Dixon, of a green building with superb staff facilities was brought to fruition by developer Summerfield and a team of forward-thinking designers and contractors.

In the Building of the Year category the organisers of the awards were looking for "the most progressive,completed building which, in the opinion of the judges, makes the boldest statement about the positive qualities of Devon, Cornwall, Somerset and Dorset in terms of innovation, entrepreneurship and as a destination for inward investment." Visible from the M5 motorway, the stunning-looking Oxygen House with its distinctive 'sports stadium' frontage (reflecting ATASS's innovative statistical modelling and analysis services for the professional sports industry) provides a landmark on the way into Exeter.

But the overriding concern from the start was the building's green credentials. The BREEAM 'Excellent' rating was achieved through a range of environmentally friendly features, including photovoltaic panels not only on outbuildings and within the landscaping but also in the glass of the airy full-height atrium.

Other measures to reduce energy and water consumption are solar hot water heating, solar shades, an air source heat pump, rainwater harvesting, 'grey' water recycling and passive infra red lighting. Recycled materials were incorporated into the building and there are electric car charging points in the car park.

Employees have the benefit of a terrific and healthy working environment, extensive views, a running track, multi-sports pitch, catering kitchen, canteen, recreation room and well equipped gym.

Nigel Hounslow, Director of Summerfield Developments said ?Using previously untried techniques proved challenging at times but by overcoming the difficulties we have delivered an outstanding building. Credit must go to Dr Mark Dixon for his vision and commitment to the project".

He went on "ATASS and Summerfield had a fantastic team bringing this development together; all contributed to its success and will be justifiably proud to win this award."

The other members of the team were Midas (contractor), Broadway Malyan (architect), Clarke Bond (engineering), Swan Paul (landscape architect), ADG Interiors (interior design), AECOM (building services), Butler & Young (building control) and the Robinson White Partnership (client representative).
