PayPal mobile payments hit the UK, filling your closet just went wireless (video)

PayPal's mobile payments have been on a whirlwind American tour this year, but they haven't had a chance to cross the border so far. Someone must have finally stamped the company's passport, since it's now an option for UK residents to pay using the InStore app for Android or iOS. A trio of fashion outlets -- Coast, Oasis and Warehouse -- can soon scan an on-screen barcode to take payment for that posh new shirt instead of requiring ye olde wallet. As it is in the US, there's no need for any NFC magic or even an Internet connection to clinch the deal, and there's still the same access to discounts and refunds as for paper- and plastic-wielding buyers. A total of 230 shops will take your PayPal credit starting May 31st, although they won't stop your potential fashion mistakes.

Well I am home from Germany now and I always have good intentions of blogging every day when I am there, but that never happens. Never enough time, although I do take train or car time to jot down a few notes. ?So, I will try to write about things now as I look through the pictures.

We usually do a trip in May because Germany is such a pleasure to the eye in May. Yellow fields of rapeseed blooming in fields scattered over the hillsides looking like a patchwork quilt, tons of lilacs blooming and rhododendron and hydrangea. ?It was gorgeous.

I had a few days before we met our clients for a personal heritage tour and we decided to visit a local ?landlord?s? house called Schloss Hunnefeld, located near Bad Essen. In the olden days the landlord was the person who was in charge of collecting the rents and taxes from the small farmers. ?In the 13th century Schloss Hunnefeld ? was a moated ?water? castle. ?Today you come down a long lane into a large clearing and see the impressive residence. The building is a three-winged two story in the Renaissance style. ?There is a small island in the moat now and behind it a beautiful English garden. ?There also is French style dovecote from the 1700?s. ?I could picture the small farmer walking his way down the long lane with his hard earned money or livestock or whatever he had as payment.

In the building where the caf? is now was the counting house, or the place where taxes and rents were collected. ? I guess a little history of the ?farm system? in Germany is in order. ?Of course this is a generalization, different areas had different laws and different systems but the farm system had been around for centuries, its roots go back to the Germanic tribes, who were nomads and whose economy was based on summer military campaigns, in which the men earned the tribes living by plunder. ?When they settled down to more agricultural pursuits versus the nomadic lifestyle, they needed the protection against other marauding tribes so they pledged service and fealty to their warrior overlords. ?By the end of the Middle Ages, military protection by the overlords was not needed as much, so the overlords settled down too. ?Land and income from agricultural products replaced plunder as their primary source of income, and the relationship of overlord and peasant farmer became firmly established. ?At least this is what I have read and I am sure there are probably more complicated reasons but this serf and lord system was around for centuries and German villages and farms used to ?belong? to someone that they owed taxes and rents too. ?We have found records for some of these big farms that list all the small farms they owned and how much they collected etc. ?Sometimes (not sure how often as I have not personally seen that many) they might list the farmers names that were under their control. ?Of course in the Northwest of Germany the larger farms had the names and whoever lived there took that name. But that is a story for another day.

"Modern retailers in Thailand are now the most advanced and at the forefront in Asean. The government, the Internal Trade Department in particular, should see us as something with potential, not something they have to control. The government should see us as a route in taking local suppliers, especially small and medium-size companies, to penetrate the Asean market," said president Busaba Chirathivat.

The proposed law would also freeze the local retail sector from growing and preparing to face more intense competition and from expanding into the regional arena to cash in on the Asean Economic Community in 2015, she said.

The association would like to see such regulations to be fair and equally applicable to all retail segments, whether modern or traditional.

The current version of the retail act was drafted about five years ago. It is not up to date or in line with the current retail situation. It also does not address many significant issues such as online shopping, she said.

"There are many regulations that already control local retailers, such as city zoning and building ordinances, environmental regulations, and trade-competition and consumer-protection acts."

The association also took a dim view of the Internal Trade Department's move to put one-dish meals on the price-control list. Modern retailers have been accused of profiteering from their food-court businesses by setting high rents for vendors. The government is forcing modern retailers to slash their charges to food vendors from currently 37-40 per cent to only 20 per cent.

"The fee of 37-40 per cent fee includes the 7-per-cent value-added tax and 3-per-cent income tax. On behalf of the TRA, we think that the remaining 27-30 per cent is practical, as the fee covers all necessary expenses, such as kitchen equipment, water supply, electricity and air-conditioner services, cashiers and cleaning staff," Busaba said.

The government should look at the total supply chain for one-dish meals, especially upstream. It also should investigate the prices of one-dish meals sold by general street vendors for any price increases, she said.

Chatchai Tuangrattanapan, a director of the TRA, said the association had conducted a survey of food courts at Tesco Lotus, Big C Supercenter and Tops Supermarket and found that the prices of one-dish meals had not changed from the period before the flood last year.

"We consider food courts as a complementary service offered by modern retailers to their customers. They are not a profit-making business," he said.

The government's recent policy to raise the minimum daily wage to Bt300 pushed up the costs of the retailing business, which contributes 13.1 per cent of gross domestic product and employs about 6.3 million people, he said. About 30-40 per cent of total operating costs are labour-related.

California PUC ruling boosts solar industry

The solar industry scored a major win Thursday when California regulators more than doubled the number of homeowners and businesses who will get full financial credit for the surplus electricity that their rooftop panels produce.

The California Public Utilities Commission unanimously approved changes to a policy known as "net energy metering," which allows solar system owners to cut their utility bills by receiving credit for any excess electricity they send to the state's power grid.

The California law that established net metering set a limit on the number of people who could qualify within each utility company's territory, a limit the Legislature later raised. The utilities commission on Thursday changed the way the limit is calculated, greatly expanding the pool of people who will be eligible in the future.

Maintaining the grid

Utility companies, including Pacific Gas and Electric Co., objected. Net metering customers, they argued, don't pay their fair share of the costs of maintaining the state's electricity grid. Other customers must pick up the slack.

But commissioners saw the vote as a way to keep the solar industry growing in California. Solar companies employ about 26,000 people in the state, with the Bay Area emerging as one of the industry's hubs.

"Today's decision ensures that the solar industry will continue to thrive for years to come, and we are fully committed to developing a long-term solution that secures the future of the industry in California," said Michael Peevey, president of the utilities commission.

Solar companies considered Thursday's vote a must-win situation. They count net metering as a powerful selling point, helping to defray solar's high up-front cost.

And the limit - as previously calculated - was fast approaching.

Under state law, the utilities must offer net metering to all solar customers until the amount of electricity their systems can generate, together, equals 5 percent of the utility's peak demand. PG&E, which has more rooftop solar systems in its territory than any other American utility, expects to reach 3.5 percent by the end of this year and would have hit the 5 percent limit in 2014.

The companies that sell and install solar systems feared that customer demand would start drying up next year as a result.

"Without this corrective fix, our company and the whole of the industry really stands to hit a brick wall in 2013," said Ben Higgins, director of government affairs for REC Solar, before the vote. "What's important to us is we have the certainty, when we go to a homeowner, that net metering will be there when the system gets built."

Supporting solar

Net metering is just one of the ways California has tried to encourage solar power's growth.

In 2007, the state started offering rebates for solar installation, under a program called the California Solar Initiative. But those rebates, which have funded 115,392 solar systems so far, were designed to decrease in size over time. They are dwindling fast, making net metering even more important to the industry.

The utilities view net metering as a form of subsidy. By slashing their bills, net metering customers aren't paying as much as other customers for maintenance of the grid, said PG&E spokeswoman Lynsey Paulo. That shifts costs onto other customers.

"We're proud to be a strong supporter of solar," said Paulo, who noted that the utility has 65,000 rooftop solar systems in its service territory. "At the same time, we really strongly believe that everyone needs to be concerned about this cost shift from solar customers to customers who can't afford it or choose not to go solar."

The commissioners on Thursday expressed some sympathy for that view. They ordered a study of net metering's costs and benefits, to be completed by October 2013. And they voted to suspend net metering at the start of 2015 unless the commission issues new rules for the program, looking at how costs are distributed among utility customers.

"If you think about it, if everyone was on net metering, who would be paying for the grid that we all need to have?" said Commissioner Mike Florio.

Thursday's vote to change the way the net metering limit is calculated involved reinterpreting part of the state law that created the program. More specifically, it involved reinterpreting four words.

The law placed the limit at 5 percent of each utility's "aggregate customer peak demand." Up until now, the utilities have interpreted that to mean the highest total electricity demand recorded in their service territory.

New technology

But renewable power advocates argued that "aggregate customer peak demand" should be calculated by adding together the peak demand of all individual customers. The utilities countered that when the law's current language was adopted, in 1998, that kind of calculation wasn't even possible. It is now, however, due to the deployment of digital smart meters across the state.

Under the old interpretation, the 5 percent limit equaled enough solar systems to generate 2,464 megawatts of electricity statewide. Under the new interpretation, that rises to 5,265 megawatts. A megawatt is a snapshot figure, roughly equal to the amount of electricity used by 750 typical homes at any given instant.

Three Ducks advance to NCAA championships


AUSTIN, Texas ? Sam Crouser, Luke Puskedra and Allie Woodward all punched their tickets to the NCAA Track and Field Championships, while Oregon was nearly perfect in opening round qualifying Thursday at Mike A Myers Stadium.?

"We had a pretty good day," said Associate Athletic Director Vin Lananna. "Sam and Luke and Allie were terrific and I think we were also successful in getting a lot of people safely through to the next round.

"There is still a lot of this meet left, but I?m pleased with how we competed and were smart about getting through day one."

On a hot afternoon in the Lone Star State, Sam Crouser was the first Duck to advance to the NCAA Championships June 6-9 in Des Moines, Iowa. The freshman from Gresham, Ore., threw a seasonal-best 251-8/76.70m to finish second overall in the men?s javelin behind Texas A&M junior Sam Humphries, who had a top mark of 255-8/77.94m.

"It felt pretty good," said Crouser, whose best effort came on his third attempt. "It got hot out there in the sun so I felt like I really didn?t have my legs under me. I would have liked to thrown farther today, but the conditions made it a little difficult so I?m not disappointed."

Crouser?s throw was his longest as a Duck and ranked fourth in school history.

Also in the javelin, freshman Dakotah Keys was 31st at 195-0/59.45m and sophomore Ethan Powell placed 44th at 180-8/55.08m. Keys has already qualified for the NCAA Championships in the decathlon.

The men?s 10,000 meters turned into one of the more entertaining races of the day. After a slow start with the entire 48-runner field bunched tightly for the first third of the race, Oregon?s Luke Puskedra and Stanford?s Chris Derrick took turns diving to the lead and pushing the pace. With eight laps remaining, the pack had been trimmed to four leaders, Puskedra, Derrick, Cam Levins of Southern Utah and Stephen Sambu of Arizona.

On the last lap, Puskedra took the lead with 300 meters to go, only to have Levins sprint by him with 50 meters remaining to win in 29:58.44. Puskerda was second in 30:01.35, as the top 12 finished advanced to the national finals in Des Moines. Senior Chris Kwiatkowski was 15th in 30:32.68.

The Ducks got a pleasant surprise from Woodward in the women?s 10,000 meters. Seeded 26th in the West coming into the race, the freshman from Green Bay, Wis., hung with the lead pack for the entire race and then made her move with 150 meters to go to finish third in approximately 33:51.70 to earn her first trip to the NCAA Championships.

The Ducks saw 18 runners advance to quarterfinal action on Thursday.

Oregon had a pair of winners in the women?s 100 meters. English Gardner sat a little out of the blocks but accelerated mid-race to easily win her heat in 11.26 and advance to Friday?s quarterfinals. Lauryn Newson was also a winner in her 100 heat, running 11.40.

And in a surprising development, Amber Purvis was last in her heat, but all eight runners advanced in the fastest race of the day. Purvis, a senior from Hercules, Calif., ran a season-best 11.61.

In the men?s 100, freshman Arthur Delaney finished third in his heat in 10.38 to automatically move on. Joeal Hotchkins ran a season best 10.39 in a fourth-place finish in heat six and advanced on time. Hotchkins? time moved the junior from Las Vegas, Nev., into the No. 10 spot in UO history.

Jordan Hasay was strong in her qualifying round of the women?s 1,500 meters. The junior from Arroyo Grande, Calif., took charge of her heat with two laps remaining and gradually pulled away for the win in 4:23.40.

Becca Friday also had a fairly easy route to Saturday?s quarterfinals. In heat one, the lead group separated halfway through the race and Friday cruised home in third in 4:25.14 to automatically move on.

In the men?s 1,500 meters, freshman Chad Noelle dropped off the pace halfway through the race, only to put on a strong finish over the final 600 meters to finish fifth in 3:50.39 and automatically advance to Saturday?s quarterfinal.

Running in the fastest section of the night, senior Travis Stanford ran sixth in heat one in 3:47.18, and advanced to Saturday?s quarterfinal based on time. In heat four, Colby Alexander was 6th in 3:55.20 and did not advance.

The Ducks were particularly effective in the women?s 800 meters. Anne Kesselring controlled her heat to win easily in 2:07.12, sliding into the lead with 300 meters remaining. In the next heat, Laura Roesler and Claudia Francis put on a big closing push to finish 1-2. Roelser bounded to the lead on the final curve and pulled Francis along with her. Elijah Greer made a power move coming off the final turn in the men?s 800 meters to win his heat in 1:48.05 to advance to Friday?s quarterfinals. Boru Guyota was fourth in that heat in 1:49.58 and advanced on time. Russell Hornsby took seventh in his 800 heat in 1:52.29 and did not advance.

In the men?s 400 meters, Mike Berry and USC's Josh Mance finish in a dead heat in 45.92. Both will advance to Friday's quarterfinal.

In the women?s 400 meters, Phyllis Francis put on a late charge over the last 50 meters to finish third in her heat in 54.29 to advance. In heat one, Chizoba Okodogbe was fourth in 53.48 and Devin Gosberry fifth in 54.31, as both runners advanced on time.

History: George Washington Tab form City Tavern, Philadelphia, September 1787

While reviewing the?information?for the?Constitutional Convention as a Four-Act Drama post, this caught my eye @ TeachingAmericanHistory.org:

Working through this huge and amazing array of material, I came across the menu and bill for the Farewell Dinner for George Washington on Friday, September 14, 1787 hosted by the First Troop Philadelphia City Cavalry. A related bill for 7 pounds 10 shillings to pay the musicians suggests that the dinner took place on Friday the 14th of September and Thomas Proctor submitted the bill on Saturday the 15th of September.

If this menu and bill for the 14th of September has been preserved, perhaps the menu and bill for the Framers? Farewell dinner on Monday the 17th of September can be found? Wouldn?t it be lovely if that could be recovered and added to the story of the American Founding? That was what was on my mind as I continued to search through the material.

Neither Kimball nor I were able to locate the menu or bill for the Framers? Farewell at the City Tavern. And, to the best of my knowledge, no such an item is available. So the menu and bill from the Washington Farewell is the closest we have both in terms of time and possible authenticity.

French president sticks by decision to pull troops from Afghanistan 2 years early

KABUL, Afghanistan ? France?s president defended his decision to pull the country?s 2,000 combat troops out of Afghanistan two years early, telling French soldiers stationed in the east on Friday that ?the time for Afghan sovereignty has come.?

While Paris will still support Kabul and keep some trainers behind, France?s decision to leave ahead of other NATO allies has spawned fears that more nations in the U.S.-led coalition will withdraw early as well. A speedy withdrawal by others nations would destabilize the plan for Afghan forces to gradually take charge of the country?s security over the next 2 1/2 years.

French President Francois Hollande told world leaders at a NATO summit this week in Chicago that he would not renege on his campaign promise to pull French troops out by the end of the year ? well ahead of the end of the alliance?s combat mission at the close of 2014.

The French president said that while Paris will withdraw its 2,000 combat troops ? out of a total of 3,400 troops plus 150 gendarmes ? by Dec. 31, it was not renouncing all support for Afghanistan. France so far has not pledged to help bankroll the Afghan security forces beyond 2014, but Hollande said some French forces would stay behind and help train Afghan soldiers and police.

?Is this an abandonment?? Hollande asked rhetorically during a function at the French Embassy in Kabul. ?No. This is a continuation, and will be a further engagement, but in a different form.?

France, which has lost more than 80 soldiers in the war, is the fifth largest contributor of troops after the United States, Britain, Germany and Italy.

The United States is pulling out 23,000 troops by the end of September, on top of the 10,000 it withdrew last year.

Gen. John Allen, the top U.S. and NATO commander in Afghanistan, said this week that on Sept. 30 there will be 68,000 American and about 40,000 other coalition forces in Afghanistan ? compared to more than 130,000 last year.

Many European countries face disillusionment and fatigue from the decade-long war and are wrestling with their own economic crises.

In an appeal to war-weary voters in a difficult re-election campaign, former French President Nicolas Sarkozy pledged to withdraw all French troops by the end of next year. Sarkozy announced the accelerated withdrawal after four French troops were killed by a rogue Afghan soldier in January.

Hollande, who defeated Sarkozy and took office this month, made this year?s pullout a pillar of his election campaign.

French military spokesman Col. Thierry Burkhard said the 2,000 troops leaving this year ?conduct operations? and that those who will remain include ?hundreds? of trainers, troops handling logistics for the pullout and others who help protect the French hospital, air bases and support staff. He added that defence officials were currently deciding how many would remain in each capacity.

French troops are deployed in the Surobi district of Kabul province, Kapisa province to the north of the capital and at Kandahar Air Field in the south where France has three fighter jets. Burkhard said most of the French troops will be withdrawn from Kapisa and Surobi. The French military equipment would leave Afghanistan along ground routes.

?You have carried out your mission,? Hollande told French soldiers stationed in Nijrab district of Kapisa. ?The terrorist threat that targeted our territory ? while it hasn?t totally disappeared ? is in part lessened.?

Hollande told Afghan President Hamid Karzai during a lunch meeting that trainers will continue to work with the Afghan security forces, but he did not say how long they would stay.

?Between now and the end of the year, the Afghan army will take control of the zones protected by our forces,? Hollande said. The transition will be carried out ?intelligently and with complete and friendly co-operation with the Afghan authorities.?

The Afghan army and police have started taking charge of security in areas that are home to 75 per cent of the population. The goal is for Afghan forces to be in the lead across the country by mid-2013. NATO and other foreign forces would then assume a support role for the 352,000-strong Afghan security forces until the end of 2014.

Ashraf Ghani, head of a commission overseeing the transition, said earlier this month that ?the risks in Kapisa are containable and within our capability.?

Mohammad Hussain Khan Sanjani, chief of provincial council in Kapisa, said the French troops were active in reconstruction, worked with the Afghan army and police and conducted patrols in Alasay and Tagab districts, the two most restive areas of the province.

?Let?s wait and see,? Sanjani said about the effect of the French exit. ?I hope the French government will continue to pay attention to training and equipping the Afghan police and army. If they do not help us, our forces will face difficulties.?

Pujols hits 450th HR, Haren blanks M's

SEATTLE (AP) - The gem Dan Haren tossed Thursday night looked awfully familiar to Albert Pujols. Except this time instead of Pujols getting fooled by what Haren was tossing, he was helping the Los Angeles Angels' right-hander put together one of the finest efforts of his career.

"He makes good hitters look pretty bad including myself, he has in the past," Pujols said. "He is pretty amazing when he keeps the ball down.

Pujols had three hits, including his 450th career home run, and Haren struck out a career-high 14 to lead the Los Angeles Angels to a 3-0 win over the Seattle Mariners on Thursday night.

The Angels and Mariners met for the first of 19 games this season and Pujols, a newcomer to the AL West rivalry, made his presence known immediately. He lined a two-run shot off Seattle starter Jason Vargas (5-4) with one-out in the top of the first, and added line-drive singles in the fourth and sixth innings. It was just his third three-hit game this season.

And those three runs proved to be plenty for Haren (2-5), who tossed the sixth shutout and 16th complete game of his career. He allowed four hits and one Seattle baserunner to reach third base. Only one other pitcher in Angels history had more strikeouts without allowing a walk than Haren did against the Mariners.

Haren matched his career-high of 12 strikeouts when he got Michael Saunders looking to end the eighth inning. He was given the chance at the complete-game despite starting the ninth at 110 pitches, but struck out Alex Liddi for the fourth time, got Ichiro Suzuki swinging, and closed it out by getting Kyle Seager to ground out.

After struggling with a sore back for the early part of the season, putting together that kind of performance was gratifying for Haren.

"Even pitching at 80 percent I should get better results than I have been getting in prior starts. I think it was obvious tonight that my stuff was better and I was feeling better in general," Haren said. "I'm happy obviously to win a game. I forgot what it felt like."

The 32-year-old Pujols is the fourth-youngest player in baseball history to reach 450 homers, behind Alex Rodriguez, Ken Griffey Jr., and Jimmie Foxx. Noted for his lack of power in his first two months with the Angels, Pujols displayed plenty of pop on the 3-1 pitch from Vargas, lining it off the facade of the second deck in left field with a thud for his fifth homer of the season and second in three games.

Pujols also stole a base and made a heads up play in the fourth inning, when Suzuki lost track of the number of outs and Pujols advanced to third after Suzuki caught the second out of the inning. He was stranded there when Erick Aybar popped out to end the inning. Pujols stole second and scored on Kendrys Morales' RBI single to left field in the sixth.

"This game comes and goes. I think the main thing is to be positive all the time and continue to make sure to make good adjustments," Pujols said. "Today I swung the bat pretty well, but tomorrow is a new day, you have to try to be consistent."

While Pujols continued to show signs of his bat waking up, Haren snapped a four-game losing streak with one of the finest outings of his career.

Haren picked up his 11th career win against Seattle and made it look easy for most of the night as Seattle failed to get a base runner between the second and sixth innings.

"I stayed with what was working and they were going to have to adjust to me," Haren said.

Saunders led off the sixth with an infield single. That ended a streak of 15 in a row set down by Haren and was Seattle's first hit since Dustin Ackley led off the bottom of the first with a single that slipped under Howie Kendrick's glove. Saunders ended up at second after a stolen base, but Haren got a pop up from Ackley and struck out Liddi to end Seattle's first scoring threat.

Suzuki led off the seventh with a double and advanced to third on an infield groundout, but was stranded when Haren got Jesus Montero waving at a pitch off the plate and froze Mike Carp on a 3-2 pitch for his 11th strikeout.

It was the 13th 10-strikeout game of Haren's career and topped his previous career high of 12 accomplished twice, the last time coming in 2008. Seattle manager Eric Wedge was not pleased with how easy Haren made it look.

"We didn't make him make any adjustments. He just kept doing the same thing throughout the course of the game. That just can't happen," Wedge said. "We've got a lot of young ballplayers, but they are far enough along they've got to do better than that.

NOTES: Haren picked up his 1,500th career strikeout when he got Saunders looking in the eighth inning. ... It was the league-leading seventh shutout this season for the Angels. ... Seattle activated C Miguel Olivo from the 15-day DL and optioned OF Casper Wells to Triple-A Tacoma. Olivo was 0-for-3 in his return to the Mariners lineup.
